MEETING MINUTES
August 17, 2011
A regular meeting of the Villages of Carthage and West
Carthage Utility Management Board was held Wednesday, August 17, 2011, at the Carthage
Municipal Building. Said building is non-smoking and accessible to handicapped
persons. Press was informed and notice
posted.
PRESENT:
Village of Carthage: Trustee Mike Astafan, Trustee Becky Vary, Trustee Linda
Spencer-Smith, Trustee Kathleen Latremore
Village of West
Carthage: Mayor Scott Burto, Trustee Rob Peluso
Excused: Trustee

S. Burto called the meeting to order at 4:15 p.m.
On a motion by B. Vary, seconded by R. Peluso, minutes from
the July 20th, 2011 meeting were approved.
The August financial report and July water usage report were
reviewed.
On a motion by M. Astafan, seconded by R. Peluso, the
abstract dated August 17, 2011 in the amount of $5621.24 was unanimously
approved.
D. Pierce reported on a delinquent bill from AT&T that
was billed as a “early termination” fee.
She reported that she and Lou Ann were told by 2 different people at
AT&T that there would be no fee. A
letter has been mailed 3 times to AT&T as well as phone calls to customer
service. No answer has been received but
we are now receiving calls from a collection agency. The board requested that she keep trying to
have the $160 fee removed from collections.
S. Burto reported that there is a tank mixing training
session in Watertown tomorrow, August 18.
Bryan Perry reported that tank mixing will probably not solve our HAA5
issues. M. Astafan asked if draining
down some of the tanks periodically would help.
S. Burto stated that we may have to look at a chlorine booster at the
bridge pump station or perhaps at the Town of Champion meter pit. A UV system would help but is very expensive.
On a motion by K. Latremore, seconded by R. Peluso, the
meeting was adjourned at 4:25 p.m..
